Through Official Plan amendments and Zoning By-law amendments, the Owen Sound council moved three housing developments to the next stage.  

Above Walmart, council approved a mix of townhouses and apartments in two phases with a total of 477 residential units.  This plan has been revised, after consultation with the City and the neighbours at the Grey Bruce Hospice. The development also includes the extension of 10th Street East as a 20.5-metre collector road from its current terminus at 18th Avenue East to the existing 20th Avenue East.


St. Clare Place, around the corner from St. Francis Place on 3rd Avenue East, will be a 6-storey, 40 unit geared-to-income apartment building for seniors.  It will include some indoor mobility parking, and the parking ratio will the same as for St. Francis' Place.


The former Inglenook Crèche Childcare Centre, on the property of the Masonic Lodge on 2nd Avenue West, will become a duplex with a main floor and second floor units.
