The College of Physicians and Surgeons of Ontario (CPSO)  has initiated action with the Ontario Superior Court of Justice, seeking to compel four Ontario physicians to cooperate with ongoing investigations into their practices, including their issuance of medical exemptions for COVID-19 vaccinations or diagnostic testing.

Dr. Rochagne Kilian’s Notice of Application indicates that the College has received confirmation that that she provides medical exemptions through Enable Air, a website which facilitates the purchase of vaccination exemptions.

The Notice further quotes the Enable Air website, which described these documents as “legal declarations of noncompliance,” and described the “vaccine passport” as a “fascist document.” The website indicated that if an individual applied for an exemption through the site, “it is next to impossible that the Physician would reject it.” Dr. Kilian has taken the position that the College does not have the “jurisdiction” to request patient lists and patient charts.

In the cases of all four physicians, the court filings indicate that their respective investigations were commenced following receipt of information, which includes copies of inappropriately issued exemptions.

As of Wednesday, Dr. Kilian's listing on the CPSO website still shows that Dr. Kilian is using the Owen Sound Hospital address and the Lion's Head Hospital address and phone number for Dr. R. Kilian Medicine Professional Corporation, of which she is the sole shareholder.  On October 21, the Chief of Communications & Public Affairs office of Grey Bruce Health Services responded to our question concerning these addresses, "There is no arrangement for use of those addresses, and we have written to CPSO to ask that they remove our addresses from their website."

UPDATE: No addresses of practice or corporation are listed for Dr. Kilian on the CPSO website.
